The gentleman gripping his big rod in hand is former FBI Director J. Edgar Hoover. The other is former Associate Director of the FBI, Clyde Tolson.

The two spent their lives and careers together at the FBI. There is exensive speculation about the two being a gay couple as evidenced by their long close association, including riding to work together, spending Christmas and vacations together, and the telling fact that, following Hoover's death, his service flag was given to Tolson as it would have been to family or spouse.

FWIW, I had never seen this photo before, nor ever remember seeing Tolson, but the side profile of Hoover still was recognizable with his ugly face.

I'd also never seen his big rod.

I'm guessing that most people are relying on their recognition in this thread of photos with facial characteristics of images plastered over the media in our lifetimes. Those are chiefly photographic portraits, and understandably, as painted images could already be stylized and less recognizable due to artistic license. Another post had a figure with a face half covered, making recognition harder because the face was only partially exposed.

On another level, historic figures from centuries past were never seen as an actual photo image, so are less likely to be retained the same way, before the problem of more distant history being less familiar than more recent for most people. For many historical figures, especially authors, generals, and writers, most people may have only ever seen one image, if that. Many of the authors I studied as an English major were NEVER shown to us as students, only their writings.

Anyway, I'll go back to re-read your exchange with RB on the photo to see if I can glean something.
 
OK, that helped.

The painting is Charles Darwin.

The PM still eludes me, as I don't know if I know enough about any PMs to associate any with sailing, or even Naval service, but I'll keep looking.
