Perhaps one who is more attractive is more likely to appear to have more social activity in their life (people like people who look good and also like to be seen with people who look good)... but as for friendship (the real thing, the kind that is really rewarding and can last a life-time) what it really comes down to is personality... you have to match and "click"... and looks have nothing to do with it.
As long as one is friendly and open to people and is willing to really be a friend when necessary, I think that outshines any of the rather superficial amenities such as looks, wardrobe-style, cool car and shoulder-rubbing with the VIP crowd that some seem to think prerequisite for acquaintanceship.
