For someone who only had 3 beers, he was being pretty provocative. I suspect the officers were being more restrained than usual because of the cameras but it would have been a similar situation if they picked up a drunk female stripper who was spreading her legs and shaking her ass at them.
 
His so-called junk was in his underwear. They see worse at the gym, if they were to go. The whining made the cop look as douchy as the man. The drunk didn't do anything worse than flirt verbally. They were frisking him, so his humorous comments were sure as hell better than becoming angry or actively resisting arrest.

And it being published is crap, too. But it was a funny quip. Sounded quite like a former member here who was always catty.
