The reality is whisky is served "on the rocks" but not so much the other way around.

A drink, not watered, of a tumbler full of whisky with four ice cubes tossed in would be a huge serving of strong alcohol. Instead, a normal jigger is poured over a mass of cubes or chunks, filling the glass with ice and a little stout liquor.

In pure alcohol, water ice can sink. But whisky isn't pure alcohol, even not watered in serving.
