These designs have been posted on here before. They're renders of computer models photoshopped into a photo of Monaco , that will very likely never be realized in this way. The design of these floating monstrosities seems to violate common sense and they do not seem to be the outcome of any rational designing process, be it naval, architectural or concerned with civil engineering.

E.g. look at the preposterous positioning of solar panels. Is there any good reason to have those costly devices in the shade half the day?

Futuroscope is a science and technology theme park in Poitiers, France. This is the Kinemax building, which is shaped like a rock crystal. It has a large cinema screen that is as high as a 7-storey building and allows IMAX films to fill the entire field of vision. It opened in 1987.
