Naturally fallen trees are PART OF THE ECOSYSTEM, and necessary for woodlands to course through their natural cycle from new growth into old growth. Decomposition is very important to all ecosystems. I've actually read the story - THREE times - and I can't find any reference to 'liberal', 'tree-hugger', or 'laws' preventing this.
Google didn't help, either. All the laws referred to civil cases.
