You are right, but the new call to arms shows intent. There is no longer a debatable claim that he didn't know what would happen if there were violence.

The real question is who will actually show up, and how much introspection the prosecutions of Jan 6 insurrectionists has inspired.

No, Impeachment is a Congressional prerogative that only applies to sitting officials - it is not a case at law or a criminal proceeding. The Legislature has no jurisdiction over criminal law or crimes committed by private citizens. That is reserved for the courts.
