I don't believe any government could be. If they are industrialized, then too much pride is riding on the line for such an out of control situation to be admitted readily.
If they are less industrialized, then again, too much pride is riding on the prestige of having nuclear energy.
Plus, there are the legitimate concerns over controlling panic.
Unfortunately, as you experts in the industry know, there are acceptable casualties within the staff and other workers who have to contain the effects. Every industry has acceptable casualties whether they talk about them or not.
