I used the word Latino by deliberate and conscious choice yes I mean (visibly) indigenous/African descended persons from the Spanish speaking world, but this usage does not match anyone in the United States' daily use of the word. Including most Latinos.

Its just a stupid argument, how much does Racism really play a part in our white lives. Fuck all. Someone calls me a cracker - so fucking what, the term holds no real power.
But if you have black or brown skin the system is against you, not just the odd person being rude. The police will view you with suspicion, housing will not be available for you, jobs will be off limits to you as HR reps quite often remove those with black sound names.
So for white people to get annoyed about being called a cracker or whatever is just pathetic when you look at the other side of the coin. We don't like to be reminded that racism still exists today for people of colour, because it makes it easier for us to go about in our lives.

Gonna disagree a little with your definition, the word racism used to mean thinking that certain traits were common to people of certain races, with racialism meaning people thinking that some races were superior to others - racialism's been superseded by racism to mean the same now.
It's a belief or way of thinking, rather than an institution.
Institutional racism, however is where systems/laws/practises are set up to discriminate based on race.
An individual cannot 'enact racism' any more than they can enact sexism, but they can still be individually racist or sexist. No qualifiers are needed, the word by definition is neutral as to who holds the view or whether they are empowered.
You've only rearranged what I said. You can certainly hold racist beliefs or racist attitudes. Racism (capitalized R) is a society wide embrace in general practice, policy, social custom and institutions of those racist beliefs or attitudes either being mainstream, or embraced by the majority of the group which holds all effective power.
I think you're talking about institutional racism or societal/structural racism.
There's no racism with a capital R.
Your original argument was that the meaning of the word had been subverted - however you yourself are looking to shift the word's meaning from one of belief to one describing a system of selective victimisation.
A person does not need to be empowered to be racist.
There are a lot of Social Justice Warriors on youtube who pretty much say everything and anything about white people (crackers, neanderthals, cave Becky) and are very open about the fact that they hate white people but then claim "we are not racist because our hate for white people doesn't effect them".
I understand where they are coming from as far as the history of slavery and white supremacy but I don't see how all the outspoken hate is helping anything, and I think the claim "it's impossible for us to be racist" is ridiculous.
I can post videos of this as an example.

Racism is only the belief - what you're talking about is Societal Racism or Structural Racism. Which is where the power that you're talking about kicks in.
There is racism in all parts of a society. But no empowerment is inferred by the word alone.
They're all part of the same continuum of behaviour and all racism.The power element / structural element is necessary for anything to rise any higher than simple individual prejudice.
If you go with any other definition, you equate "I don't like white people" with "I don't blame the cops for shooting blacks" as being exactly the same thing.
