The poster at #6, fetaby, is referring to Chopines - they were used to keep dresses out of the muck of Venice streets. Venice was built on a swamp, and even with paving methods and the canals, the streets were notoriously filthy. They went from a practical use to a symbol of status and wealth - like elaborate corsetry, a woman who did not have to do manual labor could wear higher shoes during her day.
High heels as they are worn now were developed for men in the court of Louis XVI. They were worn for pretty much the same reason - to accentuate the calf and the backside, which were on display in a well-cut pair of tights. Women of status, proper women, didn't display those attributes in public until much later.
