She would have been up here. Civil Servants are obligated to provide any service provided by the government, including the issue of marriage licences and civil marriage ceremonies. It is voluntary for the individual clergy to perform a church ceremony, even if there are two clergymen within the same church. One can refuse to perform the ceremony, but he cannot prevent the other performing it. Not for civil servants, though. If they refuse any service, their pink slip will be in their hands before coffee break.
