This is whatsisname's snark against women. It's a comment on the rash of women's claims about sexual assault and rape. It is meant to pull the rug out from under women who claim they are raped. The undernote is to divert from, belittle and dismiss the serious issue of men's behavior against women.

It's like how in the middle of a discussion, one side runs out of points and makes a remark about your accent or makes a funny. True/funny? Maybe. Dismissive without acknowledging a point? Surely.
