One of my favourites is another French film - Le Temps Qui Reste by Francois Ozon. Like Almodovar, his films usually feature women as central characters, but this was his first with a male lead character. It's a great film.

In terms of English-language films, My Own Private Idaho and My Beautiful Laundrette are classics.

Maybe some other titles will come to mind, but these are the first off the top of my head.

I enjoyed Latter Days, Beautiful Thing, Big Eden, there are a bunch.
 
Latter Days did it for me, as did Beautiful Thing. Those are perhaps the most well known of the tearjerkers.

I want to second the recommendations of Latter Days and Get Real and add one for All Over the Guy.
 
Not so much touching, but Mysterious Skin is a great film. Really interesting and it also stars Michelle Tratchenburg.

Anothe rmovie, and this was actually touching, was a french movie, but i can't remember the name. I think it was called C.R.A.Z.Y. It was a coming of age, coming out film, where the boy has some sort of God power and his parents loved him until he started to like boys. I make it sound shit becuase im not good at explaining, but it was a really interesting film.

That's why growing up in Montreal alongside his heterosexual brothers and his strict, emotionally distant father (Michel Cote) proves especially challenging for the blossoming outsider, who finds solace in the music of Pink Floyd, the Rolling Stones and David Bowie.
