Over a period of seven years Japan had swept its way through Manchuria, China and various European colonial possessions expanding their access to raw materials that they stated they were lacking as a result of American trade restrictions.

Ironically the Japanese Navy raid on the United States fleet moored at Pearl Harbor was inspired by a highly successful British Naval Air arm raid on the Italian fleet moored at Taranto.

There is some evidence suggesting that FDR knew the attack was coming and deliberately did not pass on the information. Given that some serious historians believe that, it's not an untenable position to hold. There's also evidence that the British knew Pearl Harbor was being targeted and kept the information from Washington.

BTW, my conclusion on it so far is that one of FDR's people knew, and didn't pass it on to FDR.
