But mostly I was indicating indirectly just how much the "Gays don't procreate!" whine is just hot air -- if Putin's really worried about Russia's birth rate, there are far more effective approaches.

Not only. We are urbanized. Not rural. To born 3 children, people must be sure that they can raise them.
