There's different flavors. The one that I'm most familiar with it the California system. For areas that use it, it kicks in when no candidate exceeds 50%.
I watched a video by a mathematician looking at different voting systems. All have flaws, but he ended up picking ranked voting for a non-mathematical reason: it turns out to be cheapest.
