There's different flavors. The one that I'm most familiar with it the California system. For areas that use it, it kicks in when no candidate exceeds 50%.

I watched a video by a mathematician looking at different voting systems. All have flaws, but he ended up picking ranked voting for a non-mathematical reason: it turns out to be cheapest.

I'll take ranked choice over Electoral College any day.

Gore would have won in 2000 and Hillary would have won in 2016 because both got over 50% of the popular vote.

The EC isn't the problem, the problem is that the House has not grown as the population has, which is what the Framers had in mind. There should be between 1500 and 1800 Representatives at this point, and if that were the case the above wins would still have happened.
