In the old days members had to request an account deletion, which created problems because some members would make the request and then retract it. Sometimes this indecision would go back and forth over a period of days. JUB Staff changed the process to allow members to delete their own accounts. That change was introduced to the moderators with the understanding that members who repeatedly deleted their account could be barred from participating in the forum.
The account deletion process is intended for members who wish to separate from the site for an extended period of time or permanently – it is not for the purpose of running away from the past or other mystery-making.
Moderators are empowered to use their discretion in determining whether a particular member is misusing the account deletion process. In virtually all cases, a decision would involve a consensus of mods. Some members have been banned in absentia following self-deletion, but those members knew (or should have known) that a ban was imminent.
It is possible to transfer infraction history, but that is rarely done. Moderators have access to infractions after an account deletion, but it’s a little more time consuming to reference the data. Members with a history of misbehavior who delete and then return with the same behavior should expect to be reviewed in light of their cumulative history.
There are situations in which a member might legitimately need to start over with a new account. If you find yourself in a situation in which you think a new account is necessary, contact the mods.
If you do delete and come back, it would be preferable (and courteous) to alert the mods to your new identity. As I mentioned to
Fade2Black, there is a former member located very near him who is permanently banned for good reason and who reappears from time to time. When a new account traces to that location, we are compelled to investigate the newbie to determine if he is the member already banned. Depending on the number of clues, that process can be rather time consuming.
Members who wish to demonstrate a new beginning can request a change of their screen name. That does not erase all connections to the former name, but is a reasonable way to mark a new start.
Members who wish to leave JUB for some period of time can request to be placed “On-Holiday.” Simply indicate the length of time you want to be off-line and you will not be able to sign on to your account until the holiday is ended. The account will appear as “Inactive.” You can elect to end your holiday early by contacting JUB Support.
Members who are temporarily banned should wait for the ban to end. Creating a new account to circumvent a ban automatically results in a permanent ban.

Nope. No ban. If you want to come back, you are welcome – unless you keep repeating the pattern of deleting and returning.
