Oh, I never answered the question. When should he have stopped? When he was happy. And if he's still not happy, he should go back and get more work done.

That's like telling an addict to stop when they're happy. Unless someone else is telling you 'no', they will keep going.
Tattoos are not my thing but they do not look that bad on him.
However, back in the real world, if I walked in to work with an exposed arm tattoo, they would ask me to cover it up and I would get a written referral (not the good one). Hell I knew one of my friends who wanted to teach at a elementary school but they would not hire him because he had a neck tattoo despite his good credentials.
