If that's true, it's just ignored.

I don't know of any rule that legislative districts in Texas must contain the same number of people, which would seem to contradict the normal practice of packing minorities into fewer districts. For example, the growth over the last 10 years has been overwhelmingly Brown people, and the representation of White 'pubs got bigger after the last redistricting fight. Texas is a majority-minority state, but their representation is about a third or thereabouts, and even less of the Federal delegation.

It's very curious that as the Brown population increased, their representation in government decreased. The Federal delegation gained two new seats for the FED House last census, both because of population increase in the Latino community, they got neither.

Of course, this has been in the courts perennially, but then it ends up in front of 'Pubby judges and ultimately the S.C. The last example of this had the lower appellate court say that even though it was true that the redistricting would "affect" minorities the most, they could find no "racial intent." The S.C. refused to even hear it. Wink. Nod.

The SCOTUS case I cited mandated equal representation for all States, including Texas (in spite of those in Texas who still think that Texas is a sovereign entity).

The State Senate districts in Texas are allocated to have 940,178 people in Senate district.

Your State House districts have 194,303 in each House district.

Representation in the SCOTUS case was defined as "one person, one vote". That doesn't mean that States can't draw lines that warp the representation to their personal desires (i.e. representatives picking their constistuents vs constituents picking their representatives).
