It is unlikely that the Kentucky legislature will remove Kim Davis from office. The mechanism they have to accomplish this is impeachment, which is not likely to pass the state legislature.
Kentucky's state government is overwhelmingly Republican. They are not going to impeach a county official for doing what the party preaches. The residents of Rowan County are going to be without marriage licenses for quite some time, I suspect. And don't be surprised if Ms. Davis gets re-elected when her term expires.
She is paid $80,000 per year for not doing her job, BTW.
Negative. She will be held in criminal contempt by a federal court and thrown in jail by U.S. Marshals for defying the Supreme Court if this continues.
The U.S. Marshals are quite willing and able to enforce the orders of the federal courts.
You are probably right that the state will not act to remove her, but the Feds will.
However I think it's far more likely that before that happens she will cave and start issuing licenses once the SCOTUS denies her final appeal.
