TBB and F29....The Phoenix was an evil personality entity created in Jean's head that is dead. Jean could never summon the "Elements" no more than Fire-O can summon Fire from the earths core...They MANIPULATE the elements...Sorry fellas but as you BOTH know Storm Controls that shit with a SNAP of a finger...BIG difference..period..
Storm is still alive and there isnt another female mutant that can take-her...On the Ground her "Lighting bolts" stop any mutant in his tracks, but if you can punch her lights out before she fires up then you'll have the advantage...
But once Storm is in the Sky she can FREEZE any mutant to a solid Block of ice..And that's just for starters...Storm is the MOTHER of the Elements which makes her a Damn Goddess...
I see the problem here--You're only talking about the cartoon/movies. We're talking about the actual comics. In the comics, the Phoenix is the sum of all life throughout the universe past, present, and future, and it bonds with jean giving her unlimited control over time, matter, and thought.
So no, Marvel Comics Storm will never be as powerful as Marvel Comics Jean Grey/Phoenix. As a totally in-control Phoenix, she is unstoppable. In fact, at her most sane and powerful, Jean had complete control over matter at the molecular and atomic level, so there's no question about who has the greater power. Additionally, Jean's powers react at the speed of thought, whereas Storm's psionic control over the weather suffers lag BECAUSE it takes time for weather phenomena to occur. A tornado has to build up and freezing temperatures take time to drop. It's not a snap. Telepathy and telekinesis are a snap. Storm can't just create a tornado out of nowhere (like in X2 she had to form tornadoes, they had to arch down and then hit the missles, whereas if jean were on her game she could just single out the missiles and blow them up). The fastest attach Storm has is lightning generation.
In fact, Storm also suffers from a lack of genuine telepathic resistance. In the comics, she's built up her resistance with some guidance from other telepaths and her strong will power, but Xavier, Jean, Sinister, Exodus or Emma Frost could take her down if it came to that.
If Storm tried to freeze Jean, she'd have to wait even a little for the temperature to go down and for ice to form while Jean could just use her powers to heat up the air around her and stay warm.
Even in the movies, mentally unhinged Jean Grey could atomize Storm in seconds, so there's no argument there. Jean was essentially a god in the comics. As the movie universe stands, Storm is the probably the most powerful female mutant alive, though actually, Kitty Pryde would give her a run for her money. Nothing Storm could throw at Kitty would be able to harm her in her phased state and since Kitty can also fly by "stepping" on air, she could catch up to Storm and phase her hand into her heart or brain and kill her.
By comic canon, the only things that can hurt Kitty Pryde in her phased state are super dense metals like adamantium, magic, and a mutant named Harpoon's energy harpoons. All other forms of matter or energy pass through her just fine.
