That's exactly the position of every socialist and every socialist party in Europe. Socialism has nothing to do with "handouts" at all. Ideally there wouldn't be any, which is why they have created the welfare state and social safety net, which is much more effective at getting people back into the workforce quickly, and permanently. What the US calls "welfare" is actually a right-wing design to keep people poor for their entire lives--it provides the absolute minimum to survive, and contributes to an eternal cycle of widespread poverty, which tends to act as a sort of vortex. Distressingly, it has been claimed by the more-left-right-wing party here. Even worse, the Republican plan is to defund welfare programs entirely without any replacement.
"Handouts" and the entire concept of them is an American, corporatist, right-wing construction. Outwardly they abhor it because it essentially throws taxpayer money away (which is true), but their reasons are that it is too "helpful". That is bullshit. Welfare programs only work if they are comprehensive, well-funded, and integral. Thus, US "welfare" is actually not welfare at all, it is "handouts".
If people were serious about creating a functional, efficient, and effective welfare program (not American "welfare"), we would have to look to Scandinavia. Norway and Denmark have the most effective programs in the world.
