How could Panucci be considered "active" or "interfering with play" when he was lying on his back 2 yards outside "the field of play"?
That last quote - "The Field Of Play" - is important, as it is one of the 17 basic rules of Association Football. All referees, at all levels, have to know and adhere to these rules.
UEFA has, it seems, decided to extend "the field of play" to "anywhere within the arena/stadium".
So if Panucci had suffered 2 broken legs in clashing with his own goalkeeper, had then been concussed by crashing into a Dutch beer advert behind the goal, and was subsequently receiving treatment from the Austrian Swiss Sideline Emergency Services - otherwise known as ASSES - would he still be considered as
"active" and "interfering with play"?
