So I had the same condition (phimosis), although I don't ever remember being able to retract my foreskin. The opening was probably just about 1cm wide, so I had no problems urinating or anything. I found out about the condition when I first watched porn and really realized that, no, majority of people did not look like I did. I waited until I was 18 and approached my family doctor who referred me to the city's "best" urologist.
I should mention that at this point I had already asked my doctor about trying steroid cream to stretch the skin a bit - this didn't work for me, I think that I also had a tight 'ring' at the opening.
When I had the first appointment with the urologist I was prepared for the worst. I had read forums online where people had mostly said: all urologists are PRO circumcision despite the situation. So I did lots of research into the options for phimosis - there is so much literature out there these days on conservative and non-surgical methods of healing. I went in to the first meeting with the urologist with print outs of 2 or 3 articles (medical journals) that discussed creams, dorsal slits, and partial circumcision.
He took one look and said "textbook case of phimosis. Only one option, circumcision", he told me about 80 year old men who came in to his office only to report an infection in their later lives due to their phimosis. So I whipped out the article on partial circumcision. He told me that the dorsal slit would look too messy, and that the partial circumcision, where only a small amount of the prepuce is removed, would be possible but could cause phimosis to reoccur. I didn't really believe that, but knew it was probably my only option besides full circumcision. He assured me that he would leave my frenulum intact, and that he would respect my decision to go with a partial.
So the surgery was successful. I was fully sedated for the procedure and hardly experienced any pain afterwards. I did discover, however, that he removed the full extent of my frenulum. He left most of my foreskin intact though. I still have 2 or 3 very tiny 'stitch' tubes left from the dissolving stitches that didn't dissolve quick enough.
3 years later I can say that my sex life is much better now that i can fully retract my foreskin. I love having one - having been with several partners over the years, both cur and uncut, I can say that, in my opinion, uncut makes it much easier to jerk off! Personally, I love the sensation of the skin moving up and down the shaft

I do always wonder the "what if I would have waited" - would it have magically retracted on its own 6 months later? Who knows! It seams like a grey area of study that people just can't answer.
I wish you all the best in your decision and in the procedure if you choose to go through with one - Whatever you do, make sure you know your research and what you want. You have to stay true to that.
